*Urgent* SS and Medicare deductions for H1Bs

Are H1b visa holders supposed to pay SS and Medicare? Do employers match the H1B holder's SS and Medicare contributions? Are SS and Medicare optional for H1b Holders?

Who is liable when a US company fails to deduct a year's worth of SS and Medicare from the H1b's pay checks (the H1b is still on the payroll)? The employer or the H1B employee?
