My H1B got expired but my I-94 is valid until 2016. Now I am looking to change my employer. Is H1B transfer is possible in this case?

I feel, it is possible. If you exit the country, you will have to appear for stamping, though.

Yes, another employer can file their petition and it will be cap-exempt. Since you are currently in legal status, they can also request extension of status. Your visa expiry has nothing to do with this.
