I believe petition means, that employer has a job for you. It doesnt permit you to work without valid visa, ssn, i94. You may have to wait till oct 2006.
You can try permium for H1B FY 2006.

H1B Missed 4 FY2006 - Plz Help
Hi
I am in US in H4 Visa now. I missed the H1B quota for this year (i.e FY 2006). If i apply for the next year (i.e FY2007) in April 2006 under premium processing, can i start working immediately after i receive my H1b papers or should if wait till Oct 2006?
