H1B PP new employer and approval issue, Please help

I have been with company A for the past 7 years on H1B and now Company B is in the process of H1 PP. I have my I140 cleared, have never been out of status and have provided all the docs (Pay stubs, I140 copy etc). LCA Approved with company B. Both company A and Company B are large nonprofit organizations. Still waiting on PP H1 receipt. Now that being said my questions are

1. what’s the minimum time the PP H1 could be approved?
2. What are my chances of H1 being approved?
3. Since I am on a time crunch, is it ok to resign one I get my receipt?

I would really appreciate your input.

2. What are my chances of H1 being approved? -- Chances seem good
3. Since I am on a time crunch, is it ok to resign one I get my receipt? -- Up to you. Generally chances of denial are higher if the employment is consulting type.

I would really appreciate your input.
