is it possible to return to US in less than 365 days on a L-1 visa if the 6-year period was already used on the H-1B visa? and if yes, do I need to ever be a H-1B visa holder again for the perm application or it can be done on a L-1 visa as well?

No. For eligibility of L1 one needs to have worked at least 1 Year in the office outside US.
