New H1B petition eligibility before completing 1 year outside US

I completed my 6 years in US and came back to India in Sept 2013, so can someone kindly advice if I would be eligible to file a petition in 2014 as the visa starts from Oct 1, 2014 and I would have completed 1 year outside US by then.

No..You have to be out of country for entire 1 year and you can apply only on Apr 2015.
