Need your great help on eligibility of H1B

Hi Every one,

I would like to ask you some quries regarding H1B eligibility of my friend (age is 30years).He wants to file H1b.

His qualification is Diploma (10+2 years),did PGDCA(2years from a private institute) and working since 1998 with a GIS company.He visited U.S three times on Bussiness B1/B2.

Please suggest him, Is he eligible for applying H1B or not.
