H1 transfer while first H1b is under process

I am a masters student and employer A is filing a visa for me this April.
I might get an offer from employer B in the next one month but not before April 1st.
Can employer B file for H1b transfer while H1b filed by employer A is in process?

Yes, but only after the original H1 has been approved and transfer is initiated before the H1 kicks in.
