Can current employer withdraw 6 years petition of H1 Visa.

Hi,

My H1B visa expired on Nov 2013. But my petition is valid for more 4 years(total years for which petition was approved - 6years). I am aware that I'm eligible to initiate CAP exempt H1 visa before the petitions expires.
My question here is:
1. If I change my employer will I be still eligible for CAP exempt visa?
2. Do my current employer (or any other employer) hold the rights to withdraw the petition so that I become ineligible for CAP exempt visa for new employer?

When was the H1 petition applied? When was it approved? Did you use it? When was the last time you were in US on H1?

My H1 petition was applied on May2012. It was approved on Nov 2012. I didnot travel to US. My visa expired on nov 2013(It was approved for only one year)
