H1B Transfer from India- First three year validity is expired- Pls advise.

Hi,
I had my H1B with my previous employer and the first three year period of H1B visa was expired in December 2013. Now I have joined another company and they are ready to transfer my H1B. I came to know that still my H1B visa is valid as it is completed only first three year period. Still I have 3 years (second term). Can I proceed with the transfer? Is it possible since the stamping is expired in December 2013?
I never travelled to USA using my H1B. But I have travelled using my Business visa for couple of times. Currently I am in India.

Yes, You can very well initiate the transfer using your existing approved petition. Once your transfer approved, you need to go for a new stamping with this (To be) approved petition for your new employer. You can enter the country with your new approved petition and the new stamping.

H1B Validity

I have H1B Stamped on 04-May-2015 To 03-Mar-2016.
I was in US From: 21-Jun-2015 To 25-Aug-2015
Now I am in India.
If in case I will not able to travel back to USA before expiry date i.e. 03-Mar-2016 then what will happen? Is my visa get expire for life time?
