H1 Transfer->In progress->Received RFE

My new employer has inititaed my H1 transfer in April in normal processing, now I have received RFE seeking client letter.

I am working at the client place on corp-corp. Implementation parter is very big Indian company at the client place.

Now, the implementation parter company wants me to come as a full time with them. My question is

1. My current H1 transfer is sill in progress, can I transfer my H1 to this implemenation parter?

2. Iam not able to get end client leter to support my RFE, only I have received implementation partner letter. Will this letter is suffiecient to support my RFE? or I have to get end client letter?

Please answer my quires asap.

Its always advisable to avoid multiple layers in between oneself and end employer.

1. Yes possible, as long as you initiate before I-94 expiry.
2. It may not be enough, advisable to get end client letter.
