H1 Appointment at states other than residential state

Hi,

History:
I have been trying to take an appointment at Chennai Consulate as I belong to Karnataka and my H1 paper indicates (in the bottom) as Chennai Consulate.

Issue:
No dates available at Chennai

Question:
Can I take an appointment at Delhi as the dates are available there?
Our company administration claims that we are eligible to go to Delhi in such cases. Is it true?
If I take an appointment, what is the possibility of rejection?
If rejected, can I go back to Chennai for reappointment?

Please advice at your earliest.

I am adding one more question to the above..

Question.

1. My company travel agent told that, Since we belong to karnataka, We have to take an appointment in chennai first, But , while preponing we can select DELHI.

2. But I got a reply from "IMMIHELP-administrator" saying that "You can't do consulate shopping around" for one my question.

since the above 2 statements are contridictory to each......Which is true ?

Hi,
The consulate that you should attend for the visa stamping depends upon your residence in India. There are cases where stamping has been successful outside the consulate of jurisdiction. You have to really impress them with your documents and credentials. Otherwise, they give you a 221(g) refusal to go back to the home consulate. If you choose to attend the consular interview out of region, be mentally prepared to face the outcome if it is negative.

You have to apply in Chennai. (This info I got from a very reliable source)
