Indian Citizen, Resident of Oman applying for H1B

Hello All,

I am an Indian citizen, residing in Oman since 2012. Can I apply for H1B from Oman? Do I need to show any economic background?

I read in one of the blogs that being a non resident, it is difficult to get H1B and also no refunds in case of my application not picked in lottery.

Anyone please clarify on this.
