H1b Visa transfer draft processing time.

As the subject suggests, I need to know how long does a company take to come up with a h1b petition draft to be ready to file with USCIS.? Here's my case. I work for company A and I got a good offer from company B (big finance group). I got an offer in Sept and they asked me to send relevant documents to start H1b transfer. I sent all docs by Sept 30th. I got an acknowledgment as well that they got all the docs and start working on draft. It has already been 3 weeks and I didn't hear a word from them.

I know the premium processing takes 15 days or so. But my question is not about the processing time USCIS take. I need to know how long usually big finance group take to draft petition.?

There are no set limits it can vary from one Immigration attorney to another and of course it depends upon the urgency too. 3 weeks certainly seem slightly on the higher side though.
