Validity of Unused H1 B after stamping done

hi, My H1 B petition is approved in 2007 and got it stamped in Aug 2008 The stamping is "cancelled without prejudice" when my L1 B is stamped in 2008 and I traveled to USA on L1 B. I've not used the H1 B visa/petition so far Is it possible for me to use the same petition and go for a stamping now?

can i can apply a new H1 B cam exempt petition?

2007 was more than 6 Years back, I dont think you would be able to use that petition to claim cap exemption.
