H4 - Postal application for infant

Hello all,

Me and my spouse are currently in US, and would like to apply for a H4 for our daughter(infant), born in India.

Is there a possibility that i could apply via post as my daughter is below 2 years ?

If she has to be taken to the consulate . .can the infants grandparents take her to the consulate.
