Dependent visa for new born child at USA

Hi

I am in USA on H-1 visa , We have a newly born daughter in USA, we have not apply for her SSN but we do applied for her Indian passport and birth registration at Indian consulate.

Please let me know:
-Do I need to apply for H-4 visa (Dependent visa) for my daughter ?
-If yes then from where I can apply for H-4 visa - India/ USA ?

Please let me know the procedure to apply for H-4 visa for my daughter born in USA and holding Indian passport .
