H1B transfer petition on expired passport

My passport expires on March 2, 2015. I applied for passport renewal last week. I have a new job offer and am looking to transfer asap. My H1B validity is till end of 2017. My new employer will be applying for H1B transfer in premium processing next week. I have the following questions -

1. Can my new employer apply for H1B transfer on expired passport?
2. Will there be an RFE?
3. Should I wait till my new passport comes back (1-2 weeks more)?
4. I have no plans to travel out of USA for visa/stamping etc. so is the passport expiry an issue for H1 petition?

Any feedback is greatly appreciated.
