My brother's visa applied by Apr 2007 & expired in Sep 2010 & didnt enter into USA.He is planning to apply for H1B this year.Please clarify the below..
Any possibilities to do H1B transfer with old approved visa or petition ?
Sponsor is out of business so unable reach him.No status in USCIS except LAST UPDATED DATE as 02/03/2008.Does USCIS might have cancelled or revoked his old petition?
Will his profile be block marked since previous visa was not used?
