Stamping for H4 visa with petition filed for H1 visa

Hi,
My husband is on H1b visa. I am yet to get my stamping for H4. Meanwhile, we have applied for my H1 through lottery through consulate. Per the information gathered from sources, the petition status would be out by May.

My question is can I go for H4 stamping even if my H1 is passed through lottery. I will be applying from New Delhi.
