Can I travel while my H1B visa transfer is in progress

Hello,
I have H1B stamped with employer A till Dec'16. I have a valid I94 till Dec'16. Recently I changed my job from employer A to employer B. Employer B filed H1B visa transfer. It is not yet approved. My new employer will not be doing premium processing. Can someone please tell me if I can travel to India? If yes what is the process.
