h1b selected in lottery : Need to transfer - URGENT

I am in India and My h1b selected in lottery by some consultancy in 2015 ,

1-now can I transfer visa to my company (big Indian company) where I am working , .
2-When I can transfer my H1B (currently with consultant) to my current company ? After stamping from consultancy ? or after October ? or anytime .
