Hi,
My first H1B was only approved for 3 years and it expires on Sept 31 2015. I recently got admitted into an MS program and would like to convert to F1. Since I also have an approved i-140, I thought it'll be less risky to just file for COS from H1B to F1 while staying in the US. If it gets rejected, I can continue working as usual. I've been living in the US for 2.5 years (never visited before).
But since my H1B is also getting close to expiration, I have to file (or ask my employer to file) for H1B extension (also in case the COS gets rejected). I have 2 questions
1) Can I apply for H1B extension on Sept. 1st 2015 if my H1B expires on Sep. 31st 2015? (I'll know COS decision status before then)
2) Can I apply for H1B extension now, and during it goes pending, can I apply for COS from H1-B to F-1 (around June 1st, when I get my I-20)?
