Hi1B visa stamped but not visited

Hi,
I got H1B visa in 2007 and stamped on the same year, but not visited USA,Is there any chance to revive this petetion and visit USA on the same petetion ?

Nope. CAP on a H1B petition is valid only for 6 years. You will have to apply a new H1B petition that is subjected to CAP.
