H1B stamping from canada

I want to have H1b stamping from Canada instead of my home country India. My wife is on H4 visa. We have applied for Canadian visa and under consideration . Sombody told me to apply for u.s. visa and take an appointment in the mean time, as waiting period for the date of appointment is 4 weeks or one month after one apply for the u.s. visa.
My question is that can I apply for the u.s. visa although my Canadian visa is under consideration. If yes then where we can pay our visa fees
