H1 out of cap eligibility

My H1 was filed on 2008. I-797 was valid from 10/01/2008 to 09/09/2011. Visa stamped on May 2011, but didn't travel to US. I would like to know if I am eligible for H1-out of cap exemption.

H1B CAP is valid only for 6 years. You haven't used your approved h1B for more than 6 years. You need to go through new H1B CAP.
