H1B approved but approval notice did not reach attorney yet

Hello,
My H1B was approved in August 1st week.My H1B approval notice did not reach the attorney yet.

1.If the H1B approval notice did not reach till next week, can the attorney call USCIS and ask them to send another copy?If so how long does it take ?

2.Can i do H1B transfer to Employer B without H1B I 797 notice?
