With H1B Receipt Number can we apply new H1B from other employer

Hi,
I have H1B petition receipt number with me but i don't have petition set. My H1B petition is under out of cap.
1.If i change the company, can my new employer apply for the H1B with the receipt number alone without having old petition set?
2.If the new employer is applied my visa using the existing receipt number alone, my application will be fall in out of cap?

You need a copy of the H1B approval notice to file a transfer.
