Question:H1B Stamping chennai Consultate

I am going for H1b Stamping to Chennai consulate on 10/30.

Here is my scenario:

OPT extension rejected due to submission of incorrect documents in 2013 and my SEVIS has been marked as completed. After that I reentered USA with new SEVIS and joined college.
Applied H1B in 2013 April and got approved for 1 year and in 2014 applied for H1b Extension and got approved for 3 years. Now I am planning to go for H1B visa interview in Chennai consulate.

Now my question is ... Does VO check my previous visa SEVIS, when I go to H1B stamping? Does he know that my SEVIS has been marked as completed due to OPT- Rejection?
