DS 160 - "Have you ever refused a US visa"

I got 221g ( blue form ) asking more documents from my employer in year 2008 from chennai consulate. Employer didn't responded for query.

I got business visa stamped in year 2010, I did not remember what I filled for this question ( probably "No" ) "Have you ever refused a US visa".

Now my H1B petition got approved ( transfer petition of old H1 ,which I got 221g ) , and scheduled appointment ( delhi consulate ). Now , my question is Do I need to say "Yes" for Have you ever refused a US visa" ?
