    Is wage determination (PWD) necessary for every new petition?

    Hi folks, I am negotiating an offer with cap-exempt H-1B. Employer says it will take 4.5 months to start date even with premium processing. I don't understand why it's taking so long. Is it because of wage determination? They have petitioned for this position several times in the past. Do they still need to do a fresh wage determination every time?
