Valid I 94 but h4 to f1 transfer says h4 status is expired

here we have a situation ,I am on h1 b and my wife is on h4 from 2014 may
and she got visa till 2016 aug as per my h1b status,
but i have changed my employer during 2014 October and didn't mention my spouse information
my old h1b revoked on may 2015
when my wife applied for f1 change of status they says her visa is revoked on may 2015
we took an attorney's suggestion and my wife crossed the border in mexico
but she never been questioned regarding her status
but they didn't give any new i94 but the old one just updated with a new entry date
they told her even if your spouse has h1 till 2017 from new employer he needs be here with you to give new i94.so she came with new I 94 ,now my attorney says she is in valid status,but this is totally confusing,
how we would know whether she is in status or out of status
please advise
