H1B Visa withdrawal petition

Dear All,

I received an approved form I-129 in 2014 H1B visa lottery.
I did not go for stamping and am based out of India.
I resigned from my company on July 2015 and rejoined back recently in December. but meanwhile my company filed for withdrawal petition on 14 Dec 2015.

Can my company file a amendment petition to get my visa back through out of cap or can any other employer can transfer my visa.

I have only the receipt number.

Possible. The same employer or new employer can file a new H1B petition using the CAP from your previous H1B approval notice. You don't have to go through quota again to get the H1B approved.
