H4 EAD eligibility

I was on L1B for 3 years then L1A for 3 more years and now I am on H1 after conversion. My maxout is October 2017
I have approved140
My questions are
Will my wife (on H4) eligible to apply EAD ?
If not when she will be eligible to apply the same ?
