H1 B in Administrative Processing Can I apply for H4

I have got 221(g) on my stamping interview and now my case is on Administartive Processing for past 70 days.Is it possible to apply for H4 visa while H1 B in hold?

You have to withdraw the H1B visa application and then apply for H4 visa.
