Visa for Dependent kids of H4

I am currently on H1-B and my wife is on H4.
She is the legal mother of 2 kids who are in India but I am not their legal father, so how can we bring them to the US to stay and study with us here?
Since I am not their legal father, I cant bring them here as my H4, but my wife is their legal mother, so can she bring them here on H4?
