I think getting new i94 at USA border will not work in your case. You have to go for Visa stamping at Consulate.
I remember reading somewhere that if you are going to border USA consulate in Canada and Mexico you dont need tourist visa.

Hello
My employer received my H1B transfer approval notice through email, original notice will follow in mail.
I was out status for a little bit during change of employment. I am afraid my new h1B approval will be i797B which will not contain I94 form
If that happens what are my options - I have visa stamp in my passports from old H1B (previous employer).
1. Can I go to Mexico and come back with old visa stamp and new approval notice? Has anyone done this recently with electronic i94 system?
2 if I decide to go to Canada, do I need visa for Canada?
