H4 to H1 COS in cap exempt

Hi,
In my first job, my H1 revoked upon my resignation then with in two weeks I left USA and returned To USA on dependent H4 visa? Now I got another new job from different company? I have below questions
1. Since I stayed two additional two weeks after H1 Revoke sent USCIS, does it affect my new H4 to H1 COS
2. When can I start work with new employer after COS submitted? I mean can I work once receipt number known or should I wait until approval?

1. No it should not. 2 Weeks is an acceptable time frame. In most cases it does not do harm.
2. I would advise waiting for the approval notice. If in a hurry, better to premium processing.
