Can i apply H1B visa in Cap Quota

Hi All,

I got H1B in 2008, but not traveled to USA to due some personal reasons.
Can i apply H1B now(2016) in Cap Quota (or) do i need to go for lottery again.

Please help me in this regard, i am planning for H1B.

I dont think that you can be cap exempt based on an unused 8 year old petition.
