Eligible for H1B VISA LOttery system or not

HI,

Got Approved H1 B VISA in year from 2005 to 2008, worked only for 6 months in USA and moved back to INDIA. I am planning to apply for H1, will it be a new H1 under H1 CAP lottery system or regular H1 . If regular H1 what is the process. Please advise.
