COS with I-797B and H1 Transfer

Hello,

I got to know from my petitioner that my H1B is approved and they received I-797B . My petitioner is asking me to go back to India , get stamping done and come back on H1.

Could you please suggest me if there is any way to get COS from L1 to H1 being in US.

I only have my receipt number in hand.

Can my H1 be transferred to new employer with I-797B?
Is it good transfer to new employer with out having any payslips generated from petitioner. Would there be any issues later.

What was the reason for I797B? Did employer file it as consular process or as COS?

COS. I had gone to India for 3 week after filing H1B.
My employer said that could be the reason.
