Options after 221(g) for H1B

Hi,
I have received 221(g) pending status (white slip).
My employer has not yet submitted the documents as asked in 221(g) slip.
I would like to know whether if its possible to transfer my H1 at this stage through some other employer.

In case if it gets rejected after the documents are submitted by current employer, can i still do the H1 transfer?
What are the other options available for me?
