H1B transfer when petition was revoked by earlier employee

Hi

I have particular question regarding my case for H1B transfer.

My H1B was stamped by employer A. I traveled for 4 months in 2012 and came back. I left employer A in Jan 2014. My petition was revoked in Feb 2014. Petition expire date was Oct 2014.
Now I have joined Company B. Can they apply for a transfer as non CAP ? or I have to go through CAP procedure ??
