H1b 2017 petition status is still 'case was received'

Hi,
I got picked up in H1b 2017 lottery but my petition status is still 'case was received' since June 2016.
I have not applied via Premium processing,is that why it is lagging?Should i go for PP now?
I am currently on h4 and applied it via a consultancy from here.

Yes, Regular cases will be processed by Sep End. If you want to get this processed quicker, you may apply for premium.
