H4 EAD. Question 11 on i765 form

Hello,

I came to US on h4 visa. I got converted to F1 visa and got CPT (not OPT). I didn't got any EAD card. Should i still answer Yes to Question 11?

Question 11 is Have you ever before applied for employment authorization from USCIS?
