H1 expires in 30 days can i travel to USA

Hi My H1B VISA expires on 28 Nov-2016 and I didn't travel to US till date due to project reasons, and now I am ready to travel.
Can I travel to US and then apply for extension? if not then can I travel on B1 for urgent meetings while I submit my paper work for extension of my H1B, travel back to India, get stamped and then plan my H1 Travel?

Please advice.
