H1 B xfer/extension filed by company A after I94 expiry and H1 B visa withdrawn by X

I am on H1 B visa. My H1 xfer and extension was filed by company A after (i) I94 was expired and (ii) a valid H1B withdrawn by previous employer X. It is still under xfer/extension process. Can another employer B transfer my H1 B visa or apply for extension now while one is already in progress from employer A? And how soon can I start working for employer B?

They can file it but its highly unlikely it will be approved without first A's petition being approved. Read around for "bridge petition?

Advisable to upgrade A's request to premium in order to speed up the process.
