H1B extension applied before 4months still no receipt#

Hi,

here is my situation.

original H1B petition valid until 11/27/16. But applied my h1B extension now

h1B extension package sent to USCIS on - 6/28/16, As of now 11/20/ @ 4PM - There is no receipt number received by employer/attorney yet.

I hope USCIS normally will take 2 to 3 weeks, i am not sure what happened in my case. Is there is any way to contact USCIS to get the receipt#?

I would like process my h1b application in premium now, is it possible to apply premium processing with out receipt#

If any of you were in the similar situation, Any other suggestions is really appreciated.
