Does 240 day rule apply towards H-1B amedment for change in salary

My friend is working for an University with an H1B visa and has an valid I-94 up until October of 2017. They recently gave her a salary raise and the University office of international affairs applied for an amendment to her current H1B in order to have the raise effective. The H1b amendment is not yet approved and the international office says that the 240 days is approaching and if she doesn't hear about her amendment approval, she will have to stop working, but can still stay in USA legally.

Since she has a valid I-94 and has her current H1B valid until October 2017 with her current salary, does she have to stop working? Can you please clarify this for us.
