H-1B Cap Exempt Quota

My H-1B visa is approved in 2006 and I haven't used it. Can I re apply for H-1B visa under Cap-Exempt Quota?

It can be done, but the rules are a bit hazy since this is a pretty old Visa. You can try contacting some employers who can do it for you. Some of them accept and some of them dont.
